{"id":20698,"date":"2015-11-22T00:00:00","date_gmt":"2015-11-22T05:00:00","guid":{"rendered":"https:\/\/www.dejusticia.org\/report-about-the-administration-of-criminal-and-prison-policy\/"},"modified":"2017-02-16T17:56:09","modified_gmt":"2017-02-16T22:56:09","slug":"report-about-the-administration-of-criminal-and-prison-policy","status":"publish","type":"post","link":"https:\/\/develop.dejusticia.org\/en\/report-about-the-administration-of-criminal-and-prison-policy\/","title":{"rendered":"Report about the Administration of Criminal and Prison Policy"},"content":{"rendered":"<p>El 30 de septiembre la Comisi\u00f3n de Seguimiento de la Sociedad Civil a la Sentencia T-388 de 2013, una instancia de participaci\u00f3n de diversas personas y organizaciones con inter\u00e9s en la promoci\u00f3n de los derechos humanos en los centros de reclusi\u00f3n del pa\u00eds, present\u00f3 su Primer Informe ante la Corte Constitucional, donde se dio respuesta a dos informes que previamente hab\u00eda presentado el Gobierno Nacional sobre el desarrollo de las \u00f3rdenes de la sentencia.<\/p>\n<p>All\u00ed se realizaron observaciones generales sobre el manejo de la pol\u00edtica criminal y penitenciaria pues se consider\u00f3 que el nuevo Estado de Cosas Inconstitucionales (ECI) en materia penitenciaria y carcelaria, trasciende los establecimientos mencionados en la sentencia, y que para superarlo es urgente el avance hacia un sistema coherente de pol\u00edticas estatales e institucionales respetuosas de los derechos humanos.<\/p>\n<p>Adem\u00e1s, se expuso la situaci\u00f3n particular de poblaciones LGBTI, mujeres, ind\u00edgenas y presos pol\u00edticos, y se declar\u00f3 la falta de informaci\u00f3n e indicadores de goce efectivo de derechos para evaluar la idoneidad de las medidas implementadas por el Gobierno en el marco del estado de cosas inconstitucional declarado. Finalmente, la Comisi\u00f3n ha solicitado una audiencia p\u00fablica ante la Corte Constitucional con el objetivo de presentar el informe y resolver las dudas que \u00e9ste haya generado.<\/p>\n<p>La Comisi\u00f3n se constituy\u00f3 como un espacio para la consulta de propuestas que permitan superar el ECI, convocando a parte de la sociedad civil a realizar un monitoreo del cumplimiento de las \u00f3rdenes emitidas y un debate en torno a alternativas de pol\u00edtica criminal.<\/p>\n<p>Dejusticia, como parte de la Comisi\u00f3n, resalta la necesidad de abordar nuevas miradas y estrategias
