Este panel se llev\u00f3 a cabo dentro del Foro Nacional de la Mesa de Conversaciones, realizado los d\u00edas 8, 9 y 10 de febrero de 2016, en la ciudad de Bogot\u00e1. Este es el \u00faltimo foro convocado por la mesa de conversaciones de La Habana, el cual se concentr\u00f3 en los puntos 3 &#8220;Fin del conflicto&#8221; y 6 &#8220;Refrendaci\u00f3n, implementaci\u00f3n y verificaci\u00f3n&#8221; del Acuerdo General Para la Terminaci\u00f3n del Conflicto y la Construcci\u00f3n de una Paz Estable y Duradera.<\/p>\n<p>En su intervenci\u00f3n, Rodrigo sostiene que la refrendaci\u00f3n no s\u00f3lo se ha tornado necesaria, sino que, adem\u00e1s, es leg\u00edtima y conveniente en Colombia. Asimismo, indica que, debido a que ni la Constituci\u00f3n ni la ley establecen un procedimiento apropiado para realizar la refrendaci\u00f3n, es necesario crear un mecanismo apropiado para tal efecto. En este punto, Rodrigo se\u00f1ala que la asamblea nacional constituyente, que ha sido planteada por ciertos sectores, no es un mecanismo oportuno pol\u00edticamente, viable jur\u00eddicamente ni conveniente para la refrendaci\u00f3n de la paz.<\/p>\n<p>Por \u00faltimo, Rodrigo propone que el proceso de refrendaci\u00f3n deber\u00eda combinar una votaci\u00f3n ciudadana, una especie de consulta, que otorgue fuerza jur\u00eddica al acuerdo de paz y permita poner en marcha un mecanismo espec\u00edfico y expedito de implementaci\u00f3n jur\u00eddica del
