Para estas organizaciones el Gobierno Nacional debe establecer un di\u00e1logo franco y espacios de cooperaci\u00f3n con la sociedad civil y las comunidades rurales. Adem\u00e1s debe dejar de implementar estrategias que minan la confianza de comunidades rurales en las instituciones del Estado.<\/p>\n<p>Finalmente invitan al Gobierno Nacional a implementar reformas a la pol\u00edtica de drogas contando con la voz de las comunidades afectadas, de manera que estos esfuerzos conjuntos sean una forma de promover las medidas de participaci\u00f3n acordadas en el marco del proceso de paz en La Habana.<\/p>\n<p>&nbsp;_____________________________________<\/p>\n<p>Los signatarios rechazan la decisi\u00f3n del gobierno colombiano de reactivar las fumigaciones para erradicar cultivos declarados il\u00edcitos, esta vez por v\u00eda terrestre. Durante el proceso preparatorio para la Sesi\u00f3n Especial de Naciones Unidas sobre el Problema Mundial de las Drogas, las organizaciones aqu\u00ed firmantes fuimos aliadas del esfuerzo del gobierno colombiano, apoyamos sus propuestas, y celebramos las declaraciones p\u00fablicas en las que llamaban la atenci\u00f3n sobre la necesidad de repensar una pol\u00edtica desequilibrada que ha centrado la persecuci\u00f3n contra los eslabones m\u00e1s d\u00e9biles de la econom\u00eda de la droga, como son los campesinos cultivadores. En estos discursos, su gobierno reconoc\u00eda tambi\u00e9n que la pol\u00edtica de drogas vigente le hab\u00eda significado a Colombia muchas vidas perdidas y otros impactos devastadores.&nbsp;<\/p>\n<p>Por todos estos motivos, vemos con preocupaci\u00f3n esta decisi\u00f3n, que no es coherente con el discurso que hemos apoyado y celebrado, pues es contraria a la evidencia, viola el principio de precauci\u00f3n y pone en alto riesgo los derechos a la salud, al ambiente sano y al trabajo, entre otros derechos de comunidades rurales y de los erradicadores. Sin que previamente se implemente un adecuado enfoque de desarrollo territorial, concertado con las comunidades, la erradicaci\u00f3n forzada ha probado ser equivocada y nociva. Esta decisi\u00f3n resulta contraria tambi\u00e9n a los resultados del acuerdo de paz en materia de drogas, frente al cual deber\u00edan priorizarse m\u00e1s bien medidas coherentes para generar confianza para su futura implementaci\u00f3n. &nbsp;&nbsp;<\/p>\n<p>Los signatarios apoyan adem\u00e1s la reciente declaraci\u00f3n de la Coalici\u00f3n en pro de la reforma a la pol\u00edtica de drogas, mediante la cual solicitan al gobierno revocar la decisi\u00f3n, y adem\u00e1s anuncian la posibilidad de emprender acciones con el fin de detener esta riesgosa medida. Nosotros, como organizaciones internacionales que trabajamos en pro de la reforma a las pol\u00edticas globales de drogas, apoyamos a la sociedad civil colombiana en sus esfuerzos por construir pol\u00edticas de drogas efectivas, compatibles con los Derechos Humanos y la b\u00fasqueda de la paz en ese pa\u00eds. Solicitamos al Presidente Santos establecer un di\u00e1logo franco y espacios de cooperaci\u00f3n con la sociedad civil y las comunidades rurales, as\u00ed como los dem\u00e1s sectores afectados por la actual pol\u00edtica de drogas, a fin de reformar conjuntamente dichas pol\u00edticas, y ofrecemos adem\u00e1s nuestro apoyo, en la medida de nuestras capacidades, para este
