La vigencia del Estado de derecho y la consecuci\u00f3n de la paz en Colombia requiere de una justicia que castigue eficazmente las graves violaciones de los derechos humanos cometidas por los distintos actores sociales, incluyendo los agentes estatales. Por esta raz\u00f3n, la independencia y la eficiencia de la labor de investigaci\u00f3n de la Fiscal\u00eda en relaci\u00f3n con las violaciones de derechos humanos deben ser objeto de riguroso an\u00e1lisis emp\u00edrico y constante discusi\u00f3n p\u00fablica. En este texto, DJS contribuye a esta tarea mediante un an\u00e1lisis cr\u00edtico del funcionamiento de la Unidad de Derechos Humanos (UDH) de la Fiscal\u00eda durante los \u00faltimos a\u00f1os. Para ello, el estudio combina herramientas de an\u00e1lisis emp\u00edrico cualitativo (estudios de casos) con una propuesta de seguimiento y medici\u00f3n de la labor de la UDH que contribuya a la reducci\u00f3n de la impunidad de las violaciones de los derechos humanos en Colombia. <\/p>\n","protected":false},"excerpt":{"rendered":"

Making the rule of law a reality and attaining peace in Colombia demands a judicial system that effectively punishes serious violations of human rights committed by all actors in society, including state officials. Therefore, the independence and efficiency of the Attorney General’s investigations of human rights violations must be subjected to rigorous empirical analysis and constant public debates. In this document, DJS contributes to that effort through a critical study of how the Attorney General\u2019s Human Rights Unit (UDH) has operated over the last few years. In order to do that, the text combines tools of empirical qualitative analysis (case studies) with a follow-up and measurement of the UDH\u2019s performance, which contributes to reducing the impunity of human rights violations in Colombia.
