Recientemente el presidente Juan Manuel Santos design\u00f3 a Jorge Londo\u00f1o Saldarriaga, el saliente presidente de Bancolombia, para que gerencie la reconstrucci\u00f3n del pa\u00eds luego de la ola invernal. Seg\u00fan la Revista Semana, este hecho muestra que el motor de la reconstrucci\u00f3n ser\u00e1 la competitividad. <\/p>\n

Reconstruir al pa\u00eds implica lograr que este sea, adem\u00e1s de competitivo, justo. La reconstrucci\u00f3n deber\u00eda servir para repensar la forma c\u00f3mo se genera y se distribuye el riesgo ambiental en Colombia. Esto es as\u00ed, porque los damnificados de las inundaciones y avalanchas en su gran mayor\u00eda son pobres. Debatir por qu\u00e9 la ola invernal ha sido tan dura con los pobres podr\u00eda ayudar a incluir criterios de justicia en la reconstrucci\u00f3n que se pretende.<\/p>\n

En las \u00faltimas semanas varios columnistas han debatido el asunto. El domingo pasado, por ejemplo, Hector Abad Faciolince resumi\u00f3 el debate de la siguiente manera:<\/p>\n

– Postura 1: esta postura plantea que la injusticia social se explica por fen\u00f3menos naturales imposibles de prever y de magnitudes nunca antes vistas. En otras palabras, la injusta es la ni\u00f1a.<\/p>\n

– Postura 2: esta postura afirma que la injusticia social se explica por las malas decisiones de nuestros gobernantes que en muchas ocasiones son corruptos. En otras palabras, los injustos son los gobernantes. <\/p>\n

Hay mucho de verdad en estas posturas, sin embargo, ninguna permite encontrar soluciones profundas. Si la ni\u00f1a es injusta no hay mucho por hacer y si los gobernantes son corruptos el problema se personaliza.<\/p>\n

Rodrigo Uprimny, en su columna \u201cJusticia ambiental e inundaciones\u201d, defendi\u00f3 una tercera postura y abri\u00f3 nuevas posibilidades para comprender por qu\u00e9 la ola invernal ha sido tan desigual. Seg\u00fan el columnista, el concepto de justicia ambiental es central para ello, porque plantea que los efectos del deterioro ambiental no son neutros. La injusticia se explicar\u00eda entonces, tanto por el deterioro ambiental como por las din\u00e1micas sociales de generaci\u00f3n y distribuci\u00f3n del riesgo.<\/p>\n

A\u00fan falta mucho para determinar qu\u00e9 implica en el campo propositivo esta tercera postura. Por esta raz\u00f3n, invito a los usuarios de LSV a seguir discutiendo el tema porque la reconstrucci\u00f3n de Colombia no es s\u00f3lo un asunto de competitividad: tambi\u00e9n es de justicia.<\/p>\n","protected":false},"excerpt":{"rendered":"
