{"id":27180,"date":"2011-05-04T00:00:00","date_gmt":"2011-05-04T05:00:00","guid":{"rendered":"https:\/\/www.dejusticia.org\/discriminatory-counter-reform\/"},"modified":"2017-04-11T07:43:31","modified_gmt":"2017-04-11T12:43:31","slug":"discriminatory-counter-reform","status":"publish","type":"post","link":"https:\/\/develop.dejusticia.org\/en\/discriminatory-counter-reform\/","title":{"rendered":"Discriminatory counter-reform"},"content":{"rendered":"<p>El proyecto de contrarreforma pol\u00edtica que avanza en el Congreso busca, entre otras cosas, desmontar la cuota que obliga a los partidos a conformar sus listas a corporaciones p\u00fablicas (concejos municipales o el propio Congreso), con al menos un 30% de mujeres.<\/p>\n<p>El argumento detr\u00e1s de esta propuesta es sorprendente: no hay mujeres que puedan representar a los partidos, porque \u201cno est\u00e1n capacitadas\u201d o porque \u201cno les interesa participar\u201d. Y aunque este mensaje es popular en un sector del Congreso, y es compartido por el Gobierno, lo cierto es que desconoce la realidad del pa\u00eds.<\/p>\n<p>Las mujeres si est\u00e1n capacitadas. Han alcanzado niveles de formaci\u00f3n acad\u00e9mica incluso mayores a los de los hombres. De hecho, el  Censo de 2005 revela que hay m\u00e1s mujeres profesionales que hombres y que en niveles de maestr\u00eda y doctorado tienen los mismos porcentajes de participaci\u00f3n.<\/p>\n<p>Algunos dir\u00e1n que este no es un argumento suficiente, pues para ser pol\u00edtico no hay que haber estudiado (y ejemplos abundan). Pues bien, a pesar de las diversas formas de discriminaci\u00f3n que enfrentan las mujeres en el \u00e1mbito laboral, han ganado espacios importantes tanto en el sector p\u00fablico como privado. As\u00ed, adem\u00e1s de formaci\u00f3n, miles de mujeres cuentan con experiencia en el manejo de asuntos de gran responsabilidad.<\/p>\n<p>Adem\u00e1s, a las mujeres s\u00ed les interesa participar. Negarlo desconoce que ha aumentado de manera significativa su liderazgo en procesos sociales y comunitarios, involucr\u00e1ndose cada vez m\u00e1s en asuntos p\u00fablicos. Prueba de ello es la conformaci\u00f3n de un n\u00famero importante de organizaciones de mujeres, con fuertes liderazgos en las regiones, y la creaci\u00f3n de cerca de 300 Consejos Comunitarios de Mujeres en todo el territorio nacional. Si esto no indica que hay mujeres con liderazgo e inter\u00e9s en participar, entonces \u00bfqu\u00e9 lo probar\u00eda?<\/p>\n<p>El desmonte de la cuota se basa entonces en argumentos poco s\u00f3lidos. Por eso, vale la pena preguntarse, si efectivamente hay mujeres y est\u00e1n participando desde lo local y cada vez con mayor proyecci\u00f3n nacional \u00bfpor qu\u00e9 entonces tanta preocupaci\u00f3n? \u00bfPor qu\u00e9 los partidos creen que no llegar\u00e1n a cumplir con el 30%? La respuesta solo puede estar, precisamente, en el problema que la cuota se propon\u00eda corregir: la discriminaci\u00f3n que enfrentan las mujeres en los espacios de participaci\u00f3n pol\u00edtica.<\/p>\n<p>La desigualdad entre hombres y mujeres en el acceso a cargos de elecci\u00f3n p\u00fablica es evidente en todos los niveles. Algunas cifras son reveladoras: aunque las mujeres constituyen el 51.2% de la poblaci\u00f3n y cerca del 52% de los electores que efectivamente asisten a las urnas, actualmente s\u00f3lo ocupan el 14% de los esca\u00f1os en los concejos, el 17% en las asambleas departamentales y el 14% del Congreso.
