En que los dos, por estos d\u00edas, est\u00e1n cortos de gasolina. El primero, no tiene para echarle a su Chevrolet Corzo. Al segundo le falta para adelantar su agenda legislativa y pol\u00edtica en los dos a\u00f1os que le quedan, para no tener que echar mano de esa reelecci\u00f3n que supuestamente no le interesa. <\/p>\n<p>En la pol\u00edtica colombiana siempre se ha dicho que quien quiere impulsar reformas, las debe hacer dentro del primer a\u00f1o de su gobierno. De lo contrario, se embolatan. El dicho de escoba nueva barre bien aplica en este caso. Si un mandatario no aprovecha el Congreso o el Concejo cuando todav\u00eda es novedad y tiene popularidad, lo lamentar\u00e1 m\u00e1s adelante.  <\/p>\n<p>Si el ejercicio se hace con el Presidente Santos, puede decirse que se la jug\u00f3 toda a cumplir con esta c\u00e1bala. Por estos d\u00edas, hace un a\u00f1o, todo el mundo les celebraba a Santos y a su Ministro de Gobierno los \u00e9xitos de su agenda legislativa: la Ley de v\u00edctimas y el Plan de desarrollo iban encarrilados, la reforma a las regal\u00edas era un hecho, y la nueva ley de seguridad ciudadana hab\u00eda sido apoyada por mayor\u00edas aplastantes. Mejor dicho, el Congreso era como el divino baby en navidad: p\u00eddeme lo que me quieras pedir, que nada te ser\u00e1 negado.<\/p>\n<p>Pero un a\u00f1o despu\u00e9s, bajo la presidencia del Senador Corzo, la cuesti\u00f3n es bien distinta. Se le acab\u00f3 la gasolina al carro: la Ley Lleras fue hundida sin mucha dificultad; la reforma a la justicia cambi\u00f3 de carrocer\u00eda y ahora nadie conoce qu\u00e9 dice y, lo que es peor, nadie responde por ella; la reglamentaci\u00f3n del sistema general de regal\u00edas est\u00e1 embolatada; el marco jur\u00eddico para la paz parece que va a pinchar como respuesta a los repugnantes actos de las Farc; etc, etc, etc.<\/p>\n<p>En otros asuntos el gobierno tambi\u00e9n est\u00e1 orillando. Por ejemplo, a unos d\u00edas de que se le acabe el plazo para reglamentar la ley de v\u00edctimas parece no estar listo. Muy tarde reaccion\u00f3 el gobierno para designar a la directora de la Unidad de V\u00edctimas. Sin alguien que respondiera pol\u00edticamente por el asunto, los encargados se pusieron a dar vueltas en U y no llegaron a ning\u00fan lado. Algo similar se percibe con Colombia Humanitaria, a la cual parece que se le entr\u00f3 el agua al timer\u2026<\/p>\n<p>M\u00e1s vale que el Gobierno rectifique el camino, pues no se puede descuidar de a mucho: abundan los que est\u00e1n listos para renovar las fuentes de energ\u00eda. Por ejemplo, Pachito, muy ecol\u00f3gico, ofrece electricidad.<\/p>\n<p>***<\/p>\n<p>Definitivamente, anti personaje del a\u00f1o: el Presidente del Senado.
