{"id":27993,"date":"2013-05-21T00:00:00","date_gmt":"2013-05-21T05:00:00","guid":{"rendered":"https:\/\/www.dejusticia.org\/a-visa-for-another-country\/"},"modified":"2017-04-11T07:57:45","modified_gmt":"2017-04-11T12:57:45","slug":"a-visa-for-another-country","status":"publish","type":"post","link":"https:\/\/develop.dejusticia.org\/en\/a-visa-for-another-country\/","title":{"rendered":"A visa for another country"},"content":{"rendered":"<p>Leo en El Tiempo que el pasaporte colombiano \u201cabre cada vez m\u00e1s puertas\u201d, mientras re\u00fano el mont\u00f3n de papeles que exigen los pa\u00edses europeos para darnos una visa. Es la tercera visa Schengen que pido en seis meses, porque cada una sirve s\u00f3lo para la corta duraci\u00f3n de un viaje  <\/p>\n<p>La iron\u00eda es doble. Quien pone las trabas es una regi\u00f3n en crisis econ\u00f3mica, a la que no le caer\u00edan mal unos cuantos visitantes colombianos. Y acabamos de firmar un TLC con Europa, que abre las puertas a los bienes y capitales, pero no a las personas. O mejor: las abre a los europeos, pero no a los colombianos. Aqu\u00ed tenemos que seguir perdiendo tiempo y dinero en barroco papeleo: extractos bancarios, carta laboral, certificado de C\u00e1mara de Comercio, seguro m\u00e9dico internacional y hasta reservas confirmadas de aviones y hoteles, todo para un viaje que no se sabe si se podr\u00e1 hacer porque depende de la visa misma. Para no hablar de los $143.000 que cuesta cada tr\u00e1mite y van a dar a las desocupadas arcas del Viejo Mundo.<\/p>\n<p>Lo m\u00e1s ir\u00f3nico es que aqu\u00ed celebremos como gran cosa que Francia y B\u00e9lgica nos acaban de quitar la visa de tr\u00e1nsito, que sirve apenas para cambiar de avi\u00f3n dentro de sus aeropuertos. \u201cColombia es otra. Y eso no s\u00f3lo lo vemos nosotros; tambi\u00e9n lo ve el mundo\u201d, declar\u00f3 la canciller Holgu\u00edn ante la magna noticia. Lo mismo dice Jean Claude Bessudo, presidente de Aviatur, al tiempo que su agencia recibe $150.000 por cada visa Schengen que ayuda a diligenciar.<\/p>\n<p>Si se miran los datos, Colombia a\u00fan no es otra. Desnudo de visas, el pasaporte p\u00farpura vale casi tan poco como el verde de las peores \u00e9pocas del narcotr\u00e1fico. Entre tanto, otros pa\u00edses latinoamericanos han logrado un tratamiento mucho mejor. Los venezolanos, brasile\u00f1os y argentinos no necesitan visa Schengen, a pesar de no tener TLC con Europa; tampoco los mexicanos, hondure\u00f1os o guatemaltecos, aunque hoy est\u00e9n m\u00e1s afectados por el narcotr\u00e1fico.<\/p>\n<p>Algo as\u00ed pasa con las visas para ir al resto del mundo. Con excepci\u00f3n de Suram\u00e9rica (donde casi no hay visas entre pa\u00edses de la regi\u00f3n) y Estados Unidos y China (que la exigen a casi a todas las naciones), los colombianos seguimos recibiendo un tratamiento desventajoso frente a los dem\u00e1s latinoamericanos. Recuerdo con una punzada en el est\u00f3mago el angustioso tr\u00e1mite de la visa a Sud\u00e1frica, que no tienen que sufrir los dem\u00e1s suramericanos. Hay que quedarse un mes sin pasaporte, mientras un consulado en Caracas examina un cartapacio de documentos con sellos y firmas originales, que parece sacado de un cuento de Kafka. Muy similar es el padecimiento de la visa australiana, que hay que tramitar por Chile.<\/p>\n<p>Colombia, en cambio, exime de visas casi a la mitad del mundo. Mientras que aqu\u00ed la perdonamos a 45% de los pa\u00edses, a nosotros nos exime s\u00f3lo el 15% de ellos. Por eso hay muchos casos como el de Sud\u00e1frica o el de Australia, a los que exentamos de visa aunque ellos nos impongan una insufrible.<\/p>\n<p>La soluci\u00f3n no es cerrar las puertas al mundo con odiosos requisitos. Pero lo m\u00ednimo es exigir reciprocidad en el trato, como lo est\u00e1n haciendo con \u00e9xito Brasil o Argentina. Por eso, la buena noticia no es la visa de tr\u00e1nsito para Francia, sino la exenci\u00f3n mutua entre Colombia y Turqu\u00eda, una de las potencias emergentes.<\/p>\n<p>El gobierno Santos tiene logros innegables en pol\u00edtica exterior. En lugar de la alineaci\u00f3n irreflexiva con Estados Unidos y las peleas con el vecindario que dej\u00f3 Uribe, hoy el pa\u00eds mira al mundo y tiene cierto liderazgo regional en temas claves, como las drogas.
