{"id":28197,"date":"2013-10-19T00:00:00","date_gmt":"2013-10-19T05:00:00","guid":{"rendered":"https:\/\/www.dejusticia.org\/the-tea-party-without-a-state\/"},"modified":"2017-04-11T08:02:16","modified_gmt":"2017-04-11T13:02:16","slug":"the-tea-party-without-a-state","status":"publish","type":"post","link":"https:\/\/develop.dejusticia.org\/en\/the-tea-party-without-a-state\/","title":{"rendered":"The Tea Party without a State"},"content":{"rendered":"<p>Al ser testigo del momento en el cual un conductor derrib\u00f3 una barricada de la Casa Blanca, uno de los pol\u00edticos del Tea Party que vot\u00f3 a favor del bloqueo dijo sentir miedo por que tal cosa ocurriera justo cuando hab\u00eda pocos polic\u00edas para perseguir al infractor. Y al ver que los viejos soldados veteranos de la segunda guerra no pod\u00edan visitar el monumento que les rinde homenaje, varios miembros del Tea Party ofrecieron fondos del partido para lograr su reapertura.<br \/>\nA los republicanos radicales, poco o nada les importaba que hubiera cientos de agencias estatales cerradas y miles de empleados p\u00fablicos que no recibieran su salario. Pero que no hubiera polic\u00eda en las calles o no se celebrara la grandeza de los soldados les parec\u00eda inconcebible. Los republicanos, como la derecha en general, sienten desprecio por la intervenci\u00f3n del Estado, pero no est\u00e1n dispuestos a enfrentar las implicaciones que su ausencia tiene para los valores que defienden, como la seguridad y el patriotismo.<br \/>\nEsa postura se basa en una distinci\u00f3n entre la intervenci\u00f3n activa y pasiva del Estado. La primera consiste en que el Estado haga cosas por sus ciudadanos, como prestarles servicios sociales u otorgarles subsidios. La segunda consiste en que el Estado permita que los ciudadanos puedan hacer cosas por s\u00ed mismos, sin que otros ciudadanos o el propio Estado se los impidan. Seg\u00fan los cr\u00edticos del intervencionismo estatal, este solo existe en el primer caso, que resulta reprochable pues genera una injerencia indebida en las libertades y un gasto p\u00fablico criticable.<br \/>\nSin embargo, como lo pusieron en evidencia Cass Sustein y Stephen Holmes en su libro El costo de los derechos, la distinci\u00f3n entre la intervenci\u00f3n activa y pasiva del Estado es problem\u00e1tica porque el Estado tambi\u00e9n interviene activamente y gasta recursos en el segundo caso. Por ejemplo, para que la polic\u00eda garantice que los ciudadanos puedan caminar tranquilos por las calles sin que corra peligro su vida, se necesitan cuantiosos recursos para pagar los salarios de los agentes y ofrecerles la infraestructura y el entrenamiento adecuado. Tambi\u00e9n se requiere que los agentes puedan ejercer violencia contra quienes incumplen la ley.<br \/>\nAs\u00ed pues, la intervenci\u00f3n del Estado para permitir que los ciudadanos desarrollen sus libertades no es pasiva. Y una vez se admite que el Estado debe intervenir y gastar recursos para proteger ciertos derechos, entonces la cr\u00edtica al intervencionismo per se es contradictoria. El miedo de los republicanos a los efectos que pod\u00eda tener la par\u00e1lisis del Estado que ellos hab\u00edan promovido evidenci\u00f3 esa contradicci\u00f3n. Su oposici\u00f3n a la intervenci\u00f3n estatal a trav\u00e9s del Obamacare era selectiva, no absoluta; pero al manifestarla apoyando un bloqueo total del Estado pusieron en riesgo los valores que tanto dicen promover.<br \/>\nAunque intentaron hasta \u00faltimo momento responsabilizar a Obama por ese resultado y por la crisis econ\u00f3mica que podr\u00eda generar, al final los republicanos se dieron cuenta de que para los votantes la culpa era toda suya.
