{"id":28335,"date":"2014-01-27T00:00:00","date_gmt":"2014-01-27T05:00:00","guid":{"rendered":"https:\/\/www.dejusticia.org\/democracy-without-participation\/"},"modified":"2017-04-11T08:11:42","modified_gmt":"2017-04-11T13:11:42","slug":"democracy-without-participation","status":"publish","type":"post","link":"https:\/\/develop.dejusticia.org\/en\/democracy-without-participation\/","title":{"rendered":"Democracy without Participation?"},"content":{"rendered":"<p>El reciente llamado de los editores de la revista Semana a que Petro desista del uso del balc\u00f3n para hacer valer sus ideas es tan poco feliz como poco sorprendente. Es poco feliz por la pobre visi\u00f3n de la pol\u00edtica que lo sustenta: una versi\u00f3n elitista del ejercicio del poder, que ve con malos ojos la movilizaci\u00f3n popular y la identifica con un vaporoso \u201cpopulismo\u201d. No es sorprendente porque es la visi\u00f3n que ha predominado en Colombia a lo largo de la historia.<br \/>\nHay una raz\u00f3n para impugnar el llamado de Semana. Como Mauricio Albarrac\u00edn ha destacado desde La silla vac\u00eda, la Constituci\u00f3n de 1991 protege amplia y robustamente el discurso pol\u00edtico y la movilizaci\u00f3n popular. Pero no es sobre esta perspectiva legal, bastante clara, que quisi\u00e9ramos centrar nuestra atenci\u00f3n, sino m\u00e1s bien sobre la concepci\u00f3n de la pol\u00edtica que mueve a Semana.<br \/>\nHace ya unas d\u00e9cadas, el c\u00e9lebre polit\u00f3logo estadounidense Robert Dahl estipul\u00f3 dos dimensiones que deb\u00edan estar presentes para determinar si un sistema tiene credenciales democr\u00e1ticas: la competencia y la participaci\u00f3n o, dicho en otros t\u00e9rminos, la alternancia en el poder y la inclusi\u00f3n.<br \/>\nA diferencia de la enorme mayor\u00eda de pa\u00edses latinoamericanos, Colombia no ha sufrido interrupciones irregulares frecuentes de los per\u00edodos presidenciales, en particular los derivados de golpes de estado. En Colombia la alternancia ha sido garantizada y eso no es poco m\u00e9rito. Sin embargo, est\u00e1 en deuda en relaci\u00f3n con la segunda dimensi\u00f3n: la participaci\u00f3n popular y la posibilidad de cuestionar el poder desde fuera de un c\u00edrculo reducido.<br \/>\nHa habido episodios espasm\u00f3dicos de inclusi\u00f3n social plural (como el formulado por Gait\u00e1n o el proceso constituyente de 1991). Pero en el pa\u00eds no han existido procesos consistentes de inclusi\u00f3n de sectores populares a la vida pol\u00edtica, y esta inclusi\u00f3n social tampoco se ha producido por otras v\u00edas (como el desarrollo econ\u00f3mico con equidad).<br \/>\nEn Colombia, el c\u00edrculo del poder y de influencia social y pol\u00edtica es especialmente reducido. Quienes forman parte de la \u00e9lite, o bien se conocen entre s\u00ed o bien tienen signos claros de identificaci\u00f3n, que se constituyen en barreras culturales entre ellos y los dem\u00e1s ciudadanos. Y al parecer consideran que esas barreras establecen con claridad una distinci\u00f3n entre quienes gobiernan y quienes deben s\u00f3lo ser gobernados. Por eso es que cualquier intento de protesta, por modesto que fuere, hace mucho ruido. Se ve como una fuerte amenaza al orden instaurado.<br \/>\nEn el pasado reciente y, en particular, en el contexto de la guerra fr\u00eda, alguien pod\u00eda pensar que los valores de la alternancia y la participaci\u00f3n no pod\u00edan ser satisfechos simult\u00e1neamente y que privilegiar uno pod\u00eda implicar sacrificar el otro. Determinar si existe una relaci\u00f3n causal entre estas cuestiones escapa al contenido de este art\u00edculo, pero es cierto que muchos de los pa\u00edses de la regi\u00f3n que permitieron la inclusi\u00f3n social tuvieron que enfrentar problemas serios de alternancia pol\u00edtica, como sucedi\u00f3 en Argentina, Uruguay, Chile, M\u00e9xico y Bolivia. Podr\u00eda pensarse que Colombia impidi\u00f3 la inclusi\u00f3n social con el fin de proteger la alternancia, como muchos lo alegaron para defender lo sucedido durante la \u00e9poca de Gait\u00e1n y luego durante el Frente Nacional.<br \/>\nPero esta lectura tiene problemas, pues no podemos saber con seguridad qu\u00e9 habr\u00eda pasado si en lugar de morir asesinado Gait\u00e1n hubiera llegado al poder, y una opci\u00f3n posible es que ello hubiera tra\u00eddo incorporaci\u00f3n social sin atentar contra la alternancia. Tal vez lo m\u00e1s importante sea destacar que, incluso si fuera cierta, esa lectura es insostenible hoy.<br \/>\nEn un contexto de posguerra fr\u00eda en el cual la democracia se ha afianzado globalmente como el principal sistema de gobierno, resulta dif\u00edcil afirmar que la incorporaci\u00f3n social siempre venga a costa de la alternancia. Es cierto que los gobiernos populistas actuales que promueven la incorporaci\u00f3n promueven tambi\u00e9n el debilitamiento de los frenos y contrapesos que facilitan la alternancia; pero a estos gobiernos no se les ocurre desafiar directamente la democracia como sistema pol\u00edtico ni han podido eliminar la competencia pol\u00edtica.<br \/>\nVarios de ellos est\u00e1n en riesgo de ser vencidos, en parte porque la oposici\u00f3n es perseguida pero no por completo eliminada. En ese sentido, la incorporaci\u00f3n social no es hoy un riesgo de desestabilizaci\u00f3n democr\u00e1tica.<br \/>\nNo toda forma de movilizaci\u00f3n puede considerarse como populista; en la mayor\u00eda de casos es, por el contrario, un signo de la vitalidad de la democracia. Esto, lejos de poner en riesgo la competencia pol\u00edtica, la refuerza al establecer una relaci\u00f3n activa entre electores y elegidos que permite que \u00e9stos respondan a las opciones de aquellos.<br \/>\nPor ello es una necedad, fruto de una visi\u00f3n elitista y anticuada de democracia, considerar la protesta social como una deficiencia. Esta es, por el contrario, el mejor signo de que el pa\u00eds est\u00e1 cambiando en el sentido de que los sectores tradicionalmente excluidos y perseguidos se sienten con voz para participar pol\u00edticamente y expresar sus desacuerdos.<br \/>\nLa protesta puede cuestionar el orden existente y dificultar que los gobiernos sigan gobernando como siempre. Pero esa es una virtud en contextos en los cuales ese orden y esa forma de gobernar se han erigido a costa de la exclusi\u00f3n, y en los cuales los afectados deciden organizarse pol\u00edticamente y expresarse pac\u00edficamente en lugar de tomar las armas.<br \/>\nLos sistemas de gobierno en los que s\u00f3lo algunos, y no necesariamente los mejores, tienen peso social y pol\u00edtico, y que desalientan la participaci\u00f3n y la protesta, suelen caracterizarse como gobiernos olig\u00e1rquicos. Tal vez sea exagerado decir esto sobre Colombia. Pero si no sorprende el llamado de Semana es porque el establecimiento siempre ha reaccionado de la misma manera y porque la sociedad estuvo an\u00e9mica en materia de participaci\u00f3n pol\u00edtica durante mucho tiempo.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>It is foolish, the result of an elitist and antiquated view, to think of social protests as a deficiency.
