Este documento hace parte de una serie de textos cortos en los que sustentaremos ciertas observaciones a algunos de los proyectos de reforma constitucional y legal que ser\u00e1n tramitados en el Congreso para implementar el acuerdo de paz. Con tal prop\u00f3sito, este documento se divide en tres secciones. La primera de ellas resalta la relevancia y conveniencia de generar espacios de participaci\u00f3n de la ciudadan\u00eda en general y de las v\u00edctimas en particular, en los debates legislativos que tienen relaci\u00f3n con la implementaci\u00f3n normativa del acuerdo de paz. La segunda parte muestra por qu\u00e9 es importante otorgar fuerza jur\u00eddica a un acuerdo de paz, con el fin de dotar de estabilidad y sostenibilidad al proceso de construcci\u00f3n de paz; y las dificultades que se enfrentan al momento de dar valor jur\u00eddico a un acuerdo de paz suscrito entre un Estado y un grupo insurgente. La tercera y \u00faltima parte sostiene que la f\u00f3rmula adoptada por el proyecto de reforma constitucional objeto de an\u00e1lisis es razonable, ya que, al mismo tiempo, garantiza la suficiente fuerza jur\u00eddica al acuerdo de paz para que su implementaci\u00f3n normativa sea integral y fiel, y protege la supremac\u00eda de la Constituci\u00f3n de 1991.
