It has served as a reference for the signing of multiple collective agreements for voluntary and concerted substitution with some community representatives and organizations located in areas with\u00a0coca crops.<\/p>\n<p class=\"p1\">\n<p class=\"p1\"><span class=\"s1\">El comunicado, elaborado\u00a0<\/span>por diferentes organizaciones de la sociedad civil \u2013 entre las que se cuenta Dejusticia -, centros de\u00a0investigaci\u00f3n y acad\u00e9micos, resalta<span class=\"s1\">\u00a0la importancia de implementar las intervenciones dirigidas a sustituir los cultivos il\u00edcitos en el marco de una agenda amplia de desarrollo rural integral \u2013 y no como una respuesta fragmentada a un problema espec\u00edfico. Para ello, es necesario un incremento de recursos, definir qu\u00e9 instituciones se har\u00e1n cargo de administrarlos y por \u00faltimo, la creaci\u00f3n de indicadores y metas que ilustren la \u00a0transformaci\u00f3n real de los territorios y no s\u00f3lo de hect\u00e1reas erradicadas o sembradas.<\/span><\/p>\n<p class=\"p1\">Por otra parte, el actual dise\u00f1o del PNIS, as\u00ed como el comunicado publicado en enero y los acuerdos con las comunidades, no permiten dilucidar la manera en la que las FARC-EP \u00a0van a cumplir con el compromiso suscrito de contribuir a solucionar el problema de las drogas il\u00edcitas. Es necesaria una mayor concreci\u00f3n de los mecanismos de contribuci\u00f3n y el papel de las FARC-EP en ellos, por ejemplo el Consejo de Direcci\u00f3n permanente.<\/p>\n<p class=\"p1\"><span class=\"s1\">De igual manera, del an\u00e1lisis de los Acuerdos ya firmados con las comunidades se puede concluir que se har\u00e1 \u00e9nfasis en la entrega de subsidios directos a las familias. En nuestra opini\u00f3n, existe la necesidad de mejorar el balance entre la inversi\u00f3n en subsidios directos con aquella efectuada en bienes y servicios p\u00fablicos, siendo esta \u00faltima m\u00e1s eficiente para la generaci\u00f3n de procesos de desarrollo territorial.\u00a0<\/span><\/p>\n<p><a
