We refer in particular to the proposals for modification of criminal surrogates and their incidence in relation to the behaviors typified within the &#8220;trafficking in narcotics and other offenses&#8221; chapter.<\/p>\n<p>&nbsp;<\/p>\n<p>En el documento se valoran las medidas planteadas por el proyecto de ley y la ponencia para primer debate. En este sentido el grupo de trabajo celebra la ampliaci\u00f3n del margen de aplicaci\u00f3n\u00a0de la suspensi\u00f3n de la ejecuci\u00f3n de la pena, a mujeres traficantes en condiciones de marginalidad y\/o necesidades de manutenci\u00f3n del hogar, que carezcan de antecedentes penales por delito doloso, como un mecanismo que materializa el tratamiento penal diferenciado, para casos en donde la fuerza del Estado castiga a los eslabones m\u00e1s d\u00e9biles de la cadena del mercado de las drogas.<\/p>\n<p>Considerando que la criminalizaci\u00f3n y judicializaci\u00f3n de las mujeres involucradas en delitos no violentos asociados al tr\u00e1fico de drogas no ha sido efectiva en el desmantelamiento de los mercados ilegales drogas y en cambio s\u00ed ha generado graves afectaciones para estas mujeres y sus familias, es necesario que el Estado Colombiano adopte medidas preventivas y ofrezca alternativas a la aproximaci\u00f3n punitiva que tradicionalmente se ha dado a esta problem\u00e1tica.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Working Group on Gender in Peace (GPAZ) and Dejusticia presented an analysis of Bill No. 148 of 2016 (currently in the Senate).
