After emphasizing the importance of promptly providing legal certainty to the agreements signed between the Government and the FARC (given that as time passes by, the effective implementation of the agreement is at risk) , Dejusticia&#8217;s intervention demonstrated how Legislative Act 2 of 2017 resolved the main criticisms of the &#8220;No&#8221; campaign after the October 2016 plebiscite.<\/p>\n<p>&nbsp;<\/p>\n<p>Adicionalmente, se recalc\u00f3 que este Acto Legislativo tiene una disposici\u00f3n constitucional temporal, y al cabo de un tiempo pierde su vigencia de forma autom\u00e1tica. Por tal raz\u00f3n, es \u00fatil para facilitar la b\u00fasqueda de consensos y afrontar dilemas constitucionales concretos y temporales.<\/p>\n<p>Tras comprobar que el Congreso de la Rep\u00fablica respet\u00f3 los l\u00edmites que tiene su competencia para expedir reformas constitucionales, especialmente los que tienen que ver con los criterios de conexidad y razonable necesidad, Dejusticia sugiri\u00f3 a la Corte algunos elementos para realizar \u201cjuicios de sustituci\u00f3n doblemente ponderados\u201d en las reformas constitucionales tramitadas a trav\u00e9s del fast track.<\/p>\n<p>Entre estos elementos sobresale la necesidad de ponderar los pilares o elementos fundamentales de la Constituci\u00f3n, con otro pilar que es muy importante en el contexto actual: el
