This review, moreover, must be carried out in shorter periods than usual and must be comprehensive.<\/p>\n<p>&nbsp;<\/p>\n<p>La implementaci\u00f3n del Acuerdo Final de Paz hace que la Corte Constitucional tenga un volumen de trabajo significativamente mayor al habitual, pues todas las normas (Decretos-Ley, leyes y reformas constitucionales) deben ser revisadas por ese tribunal para determinar que no vulneran la Constituci\u00f3n Pol\u00edtica de 1991. El control, adem\u00e1s, debe realizarse en unos plazos menores a los ordinarios, y debe ser de car\u00e1cter integral.<\/p>\n<p>Justamente para permitir que la Corte pueda concentrarse en el estudio de las normas de implementaci\u00f3n del Acuerdo Final, el Gobierno Nacional expidi\u00f3 el Decreto-Ley 889\/2017 que, a trav\u00e9s de una modificaci\u00f3n temporal al procedimiento de la Corte (Decreto 2067\/1991), le permite a esta suspender los t\u00e9rminos de los procesos de constitucionalidad ordinarios.<\/p>\n<p>Esta es una medida que encontramos razonable, que no est\u00e1 prohibida por la Constituci\u00f3n del 91 y que busca preservar la supremac\u00eda del texto constitucional, por lo cual incluso la sugerimos en un <a href=\"https:\/\/develop.dejusticia.org\/wp-content\/uploads\/2017\/04\/fi_name_recurso_929.pdf\">comunicado<\/a> suscrito por varias organizaciones de la sociedad civil. Adem\u00e1s, el presidente de la Rep\u00fablica respet\u00f3 los requisitos formales y materiales que la misma Corte Constitucional ha venido se\u00f1alando en sus sentencias, por lo que consideramos que el Decreto-Ley 889 de 2017 es Constitucional.<\/p>\n<p>No obstante, la norma no se\u00f1ala claramente un l\u00edmite temporal para la suspensi\u00f3n, por lo cual esta podr\u00eda ser indefinida y, en consecuencia, afectar desproporcionadamente el derecho de la ciudadan\u00eda a acceder a una pronta administraci\u00f3n de justicia constitucional. Es por esto que solicitamos a la Corte que declarara exequible el decreto 889 de 2017, siempre y cuando se entienda que la decisi\u00f3n de suspender un proceso siempre debe contener un plazo m\u00e1ximo de vigencia y que la continuidad de las suspensiones dependa de una evaluaci\u00f3n peri\u00f3dica de su conveniencia y necesidad.<\/p>\n<p><em>Todos los autores:\u00a0C\u00e9sar
