The route takes about six hours, while a road like Bogota-Neiva, which is more than twice as long (292 km), can be crossed in about 5 hours and a half. And the other route that communicates this department with the rest of the country, Quibd\u00f3-Pereira, is in similar conditions.<\/p>\n<p>&nbsp;<\/p>\n<p>El Choc\u00f3 est\u00e1 aislado geogr\u00e1ficamente, lo que ha profundizado su situaci\u00f3n de pobreza. La econom\u00eda de este departamento est\u00e1 basada en servicios y materias primas, como las maderas y los minerales metal\u00edferos, y el turismo que cada a\u00f1o tiene m\u00e1s importancia; y para estas actividades es fundamental la movilidad. Pero tambi\u00e9n, para acceder a hospitales, colegios y otros mercados. La infraestructura de transporte est\u00e1 estrechamente relacionada con el desarrollo econ\u00f3mico y social de una regi\u00f3n.<\/p>\n<p>Esta problem\u00e1tica fue una las principales motivaciones de los paros c\u00edvicos que protagonizaron los chocoanos en el 2016 (entre el 17 y el 24 de agosto) y este a\u00f1o (del 10 al 27 de mayo). En el acuerdo que firmaron el a\u00f1o pasado los miembros del paro y el Gobierno, para cesar las manifestaciones, este \u00faltimo se comprometi\u00f3 a invertir 720.000 millones de pesos en la pavimentaci\u00f3n de los 70 kil\u00f3metros que hac\u00edan falta en ambas carreteras.<\/p>\n<p>\u201cEl proceso se iniciar\u00e1 inmediatamente, con la aprobaci\u00f3n del CONPES y CONFIS y se har\u00e1n todos los esfuerzos para que las respectivas licitaciones se abran en el menor tiempo posible\u201d, se\u00f1alaba el acta. Pero el acuerdo no se cumpli\u00f3. Y ese incumplimiento llev\u00f3 al procurador judicial administrativo, Nelson Mario Mej\u00eda, a interponer una acci\u00f3n de tutela en representaci\u00f3n de tres miembros del Comit\u00e9 C\u00edvico\u00a0por la Dignidad del\u00a0Choc\u00f3 (Dilon Mart\u00ednez, Antonio Andrade y Jorge Salgado) para que un juez le ordenara al Gobierno cumplir con lo pactado.<\/p>\n<p>Dejusticia present\u00f3 una intervenci\u00f3n en apoyo a esta tutela, argumentando que el aislamiento geogr\u00e1fico del Choc\u00f3, debido a la a la falta de infraestructura que lo comuniquen con el resto del pa\u00eds, no solo representa obst\u00e1culos para desarrollo econ\u00f3mico de la regi\u00f3n, sino que contribuye a la vulneraci\u00f3n de diferentes derechos econ\u00f3micos, sociales y culturales de los pobladores.<\/p>\n<p>No es entonces casualidad que el Choc\u00f3 sea uno de los departamentos m\u00e1s rezagados del pa\u00eds: seg\u00fan el \u00edndice de necesidades b\u00e1sicas insatisfechas (NBI) el 79% de la poblaci\u00f3n chocoana carece de alguna de ellas (vivienda, servicios p\u00fablicos, educaci\u00f3n, hacinamiento y dependencia econ\u00f3mica), s\u00f3lo el 65% de las viviendas cuentan con energ\u00eda el\u00e9ctrica y el 19,1% con tel\u00e9fono, y la tasa de analfabetismo casi triplica el promedio nacional, alcanzando un 20.9%.<\/p>\n<p>En nuestra intervenci\u00f3n, pedimos que se ordenen las medidas que hagan falta para hacer valer el pacto suscrito entre el Comit\u00e9 C\u00edvico y el Gobierno. Y adem\u00e1s, solicitamos que se advierta al Gobierno Nacional que los acuerdos que suscriban con representantes c\u00edvicos y l\u00edderes sociales, en procesos de negociaci\u00f3n que den lugar a la disoluci\u00f3n de protestas sociales, deben ser respetados y cumplidos de acuerdo al principio constitucional de la buena fe.
