In addition to sharing situations of exclusion and discrimination with other rural women, they must endure the stigmatization that occurs when they are labeled \u00a0&#8220;drug traffickers&#8221; and members of the guerrillas.<\/p>\n<p>&nbsp;<\/p>\n<p>El Acuerdo Final abri\u00f3 una gran oportunidad al contemplar la creaci\u00f3n de un Programa Nacional de Sustituci\u00f3n de Cultivos de Uso Il\u00edcito, el cual fue concebido en articulaci\u00f3n a los Programas de Desarrollo con Enfoque Territorial (PDET) contenidos en el punto uno del Acuerdo Final, y all\u00ed en donde no existe coincidencia territorial, a partir de la construcci\u00f3n de Planes integrales comunitarios y municipales de sustituci\u00f3n y desarrollo alternativo (PISDA), programa que tiene dentro de sus objetivos (i) generar oportunidades productivas para las familias que derivan su sustento de los cultivos de uso il\u00edcito, (ii) contribuir al cierre de la frontera agr\u00edcola, (iii) fortalecer la participaci\u00f3n y las capacidades de las organizaciones campesinas, (iv) incorporar a las mujeres como sujetos activos de los procesos de concertaci\u00f3n de la sustituci\u00f3n voluntaria, y (v) fortalecer la presencia institucional en los territorios afectados por los cultivos de uso il\u00edcito.<\/p>\n<p>Oportunidad, que debe concretarse con el impulso de acciones que les permitan a las mujeres cocaleras generar condiciones de permanencia con dignidad en sus territorios, ser reconocidas como ciudadanas y enfrentar situaciones de violencias que se ven agravadas en raz\u00f3n del g\u00e9nero.<\/p>\n<p>Por todo lo anterior desde GPaz y Dejusticia, presentamos dos documentos a la Direcci\u00f3n para la Sustituci\u00f3n de Cultivos Il\u00edcitos, uno con comentarios generales sobre la propuesta de ruta para la implementaci\u00f3n del programa y otro con propuestas para la materializaci\u00f3n efectiva del enfoque de g\u00e9nero en dicha ruta de actuaci\u00f3n
