Osamah Al Fakih does not remember witnessing peace in Yemen. Sometimes his country has been less volatile, but at least in the last 30 years, it has never been free of tensions.<\/p>\n

First, when he was just a child, the Cold War and internal conflicts divided that nation into two: the Arab Republic of Yemen and the Democratic People’s Republic of South Yemen.<\/p>\n

An agreement in 1990 achieved unity, with Abu Bakr el-Attas, leader of the South, taking the reins of that new republic. That was until a civil war in 1994 put Ali Abdullah Saleh (head of the north) in command.<\/p>\n

 <\/p>\n

Mientras Al Fakih se hac\u00eda un joven l\u00edder de derechos humanos, nuevos y m\u00e1s agudos enfrentamientos continuaron entre ambos bandos, con el agravante de que despu\u00e9s del 11 de septiembre de 2001, el Gobierno decidi\u00f3 aliarse con Estados Unidos para enfrentar a al Qaeda, acci\u00f3n que le cost\u00f3 represalias, pues Yemen se convirti\u00f3 en la sede del grupo terrorista en la pen\u00ednsula ar\u00e1biga.<\/p>\n

Desde entonces, un vaiv\u00e9n de ataques e intervenciones del ej\u00e9rcito norteamericano se desencadenaron. Eso, y el desplazamiento de los del sur en el Gobierno central, abrieron la puerta a protestas en 2011, que a su vez condujeron a cientos de muertes de manifestantes y a la dimisi\u00f3n de Saleh.<\/p>\n

El 21 de septiembre de 2014, los rebeldes conquistaron la capital, San\u00e1, derrocaron al Gobierno y se tomaron al Parlamento. Al a\u00f1o siguiente, en marzo, la Liga \u00c1rabe y Washington enviaron tropas para contrarrestar esas acciones.<\/p>\n

Al Fakih, que ya era un consolidado abogado que llevaba registro de las violaciones en su pa\u00eds para Human Rights Watch y Amnist\u00eda Internacional, recuerda con claridad esa madrugada del 26 de marzo de 2015: \u201cescuch\u00e9 estallidos, aviones sobrevolando y no sab\u00eda qu\u00e9 estaba ocurriendo. Encend\u00ed el televisor y vi el anuncio de la campa\u00f1a militar desde Washington\u201d.<\/p>\n

Los ataques no han cesado. El a\u00f1o pasado se encontraba en su apartamento, cuando la coalici\u00f3n internacional atac\u00f3 una base militar ubicada en su barrio, en San\u00e1. \u201cPrimero sent\u00ed el retumbar del edificio, y pude anticipar que habr\u00eda una gran explosi\u00f3n, as\u00ed que corr\u00ed a esconderme en un rinc\u00f3n, y desde all\u00ed vi c\u00f3mo las ventanas se hac\u00edan pedazos. La fuerza de ese ataque fue tal, que los vidrios cayeron por todas partes\u201d, cuenta.<\/p>\n<\/div>\n

La salud en la contienda<\/strong><\/em><\/p>\n

Desde marzo de 2015, el enfrentamiento ha causado unas 8.400 muertes y ha dejado heridas a 48.000 personas, la mayor\u00eda civiles. Pero no es solo la violencia lo que tiene en vilo a los yemen\u00edes. \u201cTambi\u00e9n es la carencia en la prestaci\u00f3n de servicios, el gran da\u00f1o a la infraestructura educativa, incluidas universidades, y el colapso del sistema de salud\u201d, detalla el l\u00edder, hoy representante de la ONG Mwatana.<\/p>\n

\n

Muestra de ello es la precaria atenci\u00f3n para una epidemia que en apenas cuatro meses ha terminado con la vida de 2.016 personas en 22 gobernaciones y ha dejado infectadas a 554.197 m\u00e1s.<\/p>\n

Aunque Al Fakih no se ha infectado, relata que la madre de uno de sus compa\u00f1eros de trabajo contrajo la bacteria y la expansi\u00f3n de la epidemia asusta a muchos, que adem\u00e1s de los bombardeos deben cuidarse de la enfermedad.<\/p>\n

Nyka Alexander<\/i>, portavoz del \u00e1rea de Emergencias de la Organizaci\u00f3n Mundial de la Salud (OMS), confirma que al ser el c\u00f3lera una enfermedad que depende de la calidad del agua (ver par\u00e9ntesis), la soluci\u00f3n es de infraestructura: agua potable y sanitarios.<\/p>\n

No obstante, contin\u00faa, desde 2015 en Yemen han sido atacados hospitales y fuentes potabilizadoras del l\u00edquido, y la importaci\u00f3n de alimentos y medicamentos se detuvo, a lo que se suma que muchas personas temen salir a la calle para buscar atenci\u00f3n m\u00e9dica, facilitando as\u00ed que la enfermedad avance.<\/p>\n

El conflicto desencaden\u00f3 una ola de desplazamientos (2,4 millones) que oblig\u00f3 a muchos a dejar sus hogares y a trasladarse a lugares donde no hay servicios b\u00e1sicos ni hospitales, y si bien existan dos vacunas contra el c\u00f3lera, las reservas son insuficientes e impidieron frenar la epidemia con antelaci\u00f3n.<\/p>\n<\/div>\n

Apuntes de paz colombiana<\/strong><\/em><\/p>\n

Al Fakih no ve cercana una soluci\u00f3n al escenario de conflicto y carencias en la salubridad. Hace apenas una semana, cuando intentaba viajar a Colombia para una la quinta versi\u00f3n del Taller Global de la organizaci\u00f3n Dejusticia (que trajo a 15 activistas del mundo), tuvo serias dificultades. El aeropuerto de San\u00e1 fue cerrado por decisi\u00f3n de la coalici\u00f3n internacional y los vuelos en las ciudades m\u00e1s cercanas estaban sobrecargados.<\/p>\n

\n

\u201cTuve que cambiar mi camino e irme a Om\u00e1n por tierra. Tarde cuatro d\u00edas m\u00e1s en llegara Colombia. Fue dif\u00edcil pasar los chequeos, porque mi vida corr\u00eda peligro si se enteraban que soy un defensor de derechos y que viajaba a Sudam\u00e9rica a contar lo que pasa en Yemen\u201d, dice.<\/p>\n

En Cali y Bogot\u00e1, donde ha podido estar, ve con sorpresa el cambio del pa\u00eds que hasta hace poco tuvo enfrentados al Ej\u00e9rcito y a grupos armados con la guerrilla m\u00e1s antigua de Am\u00e9rica Latina. A Yemen lleva apuntes de la experiencia, pero la paz todav\u00eda parece lejana en su patria: \u201cno tenemos instituciones estatales que defiendan a los ciudadanos. Tenemos dos bancos nacionales, ninguno con dinero, y dos gobiernos que se disputan el poder y que a\u00fan no logran acuerdos\u201d.<\/p>\n<\/div>\n
