The Selection Committee, in charge of selecting the people who will occupy the most important positions of the transitional justice structure crafted under the Havana Agreements, carries out a transcendental job for democracy and peace in Colombia. From the Center for the Study of Law, Justice and Society (Dejusticia), we have publicly held that the creation and structuring of this committee is an important step to promote probity, transparency and impartiality, in the complex and important work of selecting candidates for the positions of the Special Jurisdiction for Peace (JEP).<\/p>\n

En los d\u00edas pasados, el Comit\u00e9 public\u00f3 las listas de las personas preseleccionadas para ocupar distintos cargos, entre ellos los correspondientes a magistrados que integrar\u00e1n las salas y el tribunal de la JEP. Esta semana, el Comit\u00e9 se encuentra realizando entrevistas a los preseleccionados y, seg\u00fan lo ha anunciado, har\u00e1 p\u00fablicos los resultados finales de la pr\u00f3xima semana. Dejusticia reconoce la dificultad de la tarea del Comit\u00e9, dado que debe hacer una selecci\u00f3n en tiempo r\u00e9cord de un n\u00famero muy considerable de aspirantes. Asimismo, valora que hasta ahora el proceso se ha adelantado con la celeridad y seriedad requeridas.<\/p>\n

Con el fin de dar mayor transparencia al proceso, y en vista de la importancia y relevancia p\u00fablica del mismo, Dejusticia le solicita respetuosa y p\u00fablicamente al Comit\u00e9 de Escogencia que, antes de continuar con el proceso, informe a la sociedad colombiana algunos aspectos del tr\u00e1mite de preselecci\u00f3n y selecci\u00f3n. En particular, solicita:<\/p>\n

    \n
  1. Publicar el peso espec\u00edfico dado a cada uno de los criterios de selecci\u00f3n que fueron usados en el proceso de preselecci\u00f3n.<\/li>\n
  2. Publicar los criterios que se utilizar\u00e1n para definir la selecci\u00f3n de los candidatos llamados a entrevista, y el peso espec\u00edfico de cada uno de ellos en el proceso de selecci\u00f3n definitivo.<\/li>\n
  3. Informar a la opini\u00f3n p\u00fablica si alguno de los miembros del Comit\u00e9 tiene o ha tenido alguna relaci\u00f3n laboral, profesional o personal con alguna de las personas preseleccionadas.<\/li>\n<\/ol>\n

    Nuestro \u00e1nimo es promover la m\u00e1s amplia informaci\u00f3n posible en el proceso de selecci\u00f3n. Esto no significa que creamos que el proceso carece de legitimidad. Adem\u00e1s, reconocemos que esta escogencia no es en sentido estricto un concurso de m\u00e9ritos, sino una selecci\u00f3n en la que el m\u00e9rito juega un papel muy importante pero que debe ser ponderado con otros factores, como la b\u00fasqueda de diversidad y equilibrio entre distintos perfiles. Lo que pretendemos es fortalecer la transparencia y la confianza de la sociedad en uno de los mecanismos centrales del proceso de paz.<\/p>\n

    Como lo ha hecho anteriormente, Dejusticia aclara que no ha tomado ni tomar\u00e1 ninguna posici\u00f3n institucional en relaci\u00f3n con ninguno de los candidatos\/as. Tambi\u00e9n recuerda que, como lo ha informado anteriormente, Danilo Rojas Betancourth \u2013quien es socio fundador de Dejusticia pero se encuentra formalmente inactivo en este cargo desde octubre del a\u00f1o 2010, como consta en declaraci\u00f3n de acta de 2010 de la Asamblea General\u2013 es aspirante a la JEP.<\/p>\n","protected":false},"excerpt":{"rendered":"
