{"id":80995,"date":"2024-02-21T10:35:04","date_gmt":"2024-02-21T15:35:04","guid":{"rendered":"https:\/\/www.dejusticia.org\/?p=80995"},"modified":"2024-02-21T10:35:04","modified_gmt":"2024-02-21T15:35:04","slug":"international-newsletter-dejusticia","status":"publish","type":"post","link":"https:\/\/develop.dejusticia.org\/en\/international-newsletter-dejusticia\/","title":{"rendered":"3 challenges to the human rights agenda in 2024: a Global South perspective"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">2024 began with news that illustrated some of the challenges the human rights agenda will face this year in Latin America and globally.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the Americas, the <\/span><a href=\"https:\/\/elpais.com\/america\/2024-01-09\/daniel-noboa-decreta-su-primer-estado-de-excepcion-en-ecuador-ante-la-grave-crisis-de-seguridad.html\"><span style=\"font-weight: 400;\">violent events<\/span><\/a><span style=\"font-weight: 400;\"> that shook Ecuador\u2014including several explosions, kidnappings of police officers, prison escapes and the armed takeover of a television station\u2014led to the declaration of a state of emergency and the opening of a regional debate on the <\/span><a href=\"https:\/\/insightcrime.org\/es\/noticias\/crimen-organizado-principal-riesgo-ano-electoral-america-latina\/\"><span style=\"font-weight: 400;\">security crisis<\/span><\/a><span style=\"font-weight: 400;\"> resulting from a new wave of organized crime. This <\/span><a href=\"https:\/\/www.bbc.com\/mundo\/articles\/c4nyk463x5vo\"><span style=\"font-weight: 400;\">debate<\/span><\/a><span style=\"font-weight: 400;\"> has once again raised the question of the effectiveness of militarization and other authoritarian measures that imply considerable risks to human rights.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the middle of an election year in the United States, the migration crisis on its border with Mexico\u2014considered by the World Organization for Migration as the <\/span><a href=\"https:\/\/www.iom.int\/es\/news\/la-frontera-entre-estados-unidos-y-mexico-es-la-ruta-migratoria-terrestre-mas-peligrosa-del-mundo\"><span style=\"font-weight: 400;\">most dangerous land route in the world<\/span><\/a><span style=\"font-weight: 400;\">\u2014shows how a <\/span><a href=\"https:\/\/cnnespanol.cnn.com\/2024\/02\/04\/amlo-dice-que-el-congreso-de-estados-unidos-aprobo-legislacion-que-ignora-las-causas-migratorias-condenada-al-fracaso-durante-llamada-de-biden-orix\/\"><span style=\"font-weight: 400;\">politically sensitive<\/span><\/a><span style=\"font-weight: 400;\"> issue such as migration represents a ticking time bomb for human rights. Connected to the security crisis, the <\/span><a href=\"https:\/\/rosanjose.iom.int\/es\/blogs\/4-errores-comunes-en-la-cobertura-periodistica-sobre-migracion\"><span style=\"font-weight: 400;\">tendency of some media and authorities<\/span><\/a><span style=\"font-weight: 400;\"> to blame the migration of citizens from certain countries for the deterioration of security throughout the continent threatens to exacerbate xenophobia and trigger more restrictive migration policies.<\/span><\/p>\n<p><a href=\"https:\/\/elpais.com\/america-futura\/2024-02-01\/olas-de-calor-en-chile-y-argentina-e-incendios-en-colombia-que-pasa-en-sudamerica.html\"><span style=\"font-weight: 400;\">Forest fires in Chile and Colombia, and heat waves in other countries in the region<\/span><\/a><span style=\"font-weight: 400;\">, have set off alarm bells about the effects of the current El Ni\u00f1o phenomenon and climate change. The <\/span><a href=\"https:\/\/elpais.com\/chile\/2024-02-04\/al-menos-51-muertos-3000-casas-quemadas-y-sospechas-de-intencionalidad-el-brutal-incendio-que-azota-a-chile.html\"><span style=\"font-weight: 400;\">high number of fatalities, environmental damage and loss of livelihoods for thousands of people<\/span><\/a><span style=\"font-weight: 400;\"> show the human rights risks of the environmental and climate emergency. In addition to the international wars that led to 2023 being <\/span><a href=\"https:\/\/www.unrefugees.org\/refugee-facts\/statistics\/#:~:text=Global%20Trends%20At%2Da%2DGlance,62.5%20million%20internally%20displaced%20people\"><span style=\"font-weight: 400;\">the year with the highest growth in the number of forcibly displaced people globally<\/span><\/a><span style=\"font-weight: 400;\">, the climate crisis and the fragility of the world economy pose a need for unprecedented global cooperation. This cooperation is integral to facing these and other challenges in the midst of a context characterized by strong geopolitical tensions and enormous fragmentation and polarization.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">That is why Dejusticia has created a newsletter to discuss international situations and trends from a human rights perspective that focuses on the problems and perspectives of the countries of the Global South. This project provides accessible public reflections that combine academic rigor, human rights activism and the versatility of the multimedia world to promote concrete changes in the realities of our societies.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In this second issue (see the first issue <\/span><a href=\"https:\/\/mailchi.mp\/dejusticia\/te-damos-la-bienvenida-a-el-sur-global-ga0brm2oyj\"><span style=\"font-weight: 400;\">here<\/span><\/a><span style=\"font-weight: 400;\">), we address three key challenges for human rights in the Global South that correspond to some of the thematic emphases of our international team.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the first article, Sof\u00eda Forero Alba and Christy Crouse address the challenges of security policies in Latin America with regard to the response to the current crisis in Ecuador. In the face of citizen demand for more effective security policies, the trend to respond through regimes of exception and other regressive authoritarian tendencies should be reexamined. States should deploy intelligent security strategies capable of effectively striking at organized crime structures while not compromising basic civil liberties and respect for human rights. They must <\/span><a href=\"http:\/\/resetdrogas.com.ar\/index.php\/2024\/01\/30\/entrevista-a-jorge-paladines-sobre-la-situacion-actual-de-ecuador\/\"><span style=\"font-weight: 400;\">strengthen their institutional presence and social policies<\/span><\/a><span style=\"font-weight: 400;\"> to prevent organized crime from having fertile ground to control territories and populations victimized by social marginalization.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the second article of this issue, Lina Arroyave Vel\u00e1squez discusses the challenges for the protection of human rights in the context of migration policies in Latin America. The region has experienced an <\/span><a href=\"https:\/\/robuenosaires.iom.int\/sites\/g\/files\/tmzbdl626\/files\/documents\/2023-04\/Tendencias-Migratorias-en-las-Americas-ESP-Feb-2023.pdf\"><span style=\"font-weight: 400;\">accelerated growth in migration flows<\/span><\/a><span style=\"font-weight: 400;\"> in recent years and its transit routes are the scene of serious <\/span><a href=\"https:\/\/www.oas.org\/es\/cidh\/informes\/pdfs\/2023\/Informe_Movilidad_Humana.pdf\"><span style=\"font-weight: 400;\">human rights violations<\/span><\/a><span style=\"font-weight: 400;\">. Although the challenges vary according to each context, all countries face common challenges such as the need to promote socioeconomic integration programs and policies that are sustainable over time, strengthen the infrastructure and capacity of services to respond to migrants, and protect the fundamental rights of migrants and refugees, among others.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the last article, Sergio Chaparro Hern\u00e1ndez addresses the importance of building a Global South-based alternative development agenda to face the climate crisis. Despite the divergence of interests of the countries of the Global South in scenarios such as COP 28 on issues such as the abandonment of fossil fuels, the <\/span><a href=\"https:\/\/www.phenomenalworld.org\/interviews\/governing-the-climate\/\"><span style=\"font-weight: 400;\">shift towards a broader development agenda in climate negotiations<\/span><\/a><span style=\"font-weight: 400;\"> is an important opportunity to connect the climate discussions with deeper reforms to the global economic architecture that benefit countries of the South.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In addition to the international team&#8217;s analysis, we invite you to read the most recent entries to our global blog.
